He attended Wichita State University earning his bachelor's degree.  After teaching school for a year or so, he began law school.  He graduated from the University of Kansas School of Law earning his Juris Doctor in 1971 and was admitted to the Kansas Bar the same year.  He began his legal career practicing law with senior attorney Chester I. Lewis as general practitioners.  He was later admitted to practice in the Supreme Court of the United States, Missouri, Creek and Pottawatomie Nations. As a past time, he began acquiring investment property soon after law school.  He would later share this past time with his son Edward.  Oneil became a solo practitioner until his daughter, Gwendolyn joined him in practice in 2003.  He continued to practice law until his health began to decline in 2018.  He was able to continue consulting until his passing.
