Administrative Assistant/Superintendent
Richard Garland Scott Sr.
August 28, 1953 – May 26, 2024
Richard Garland Scott Sr. was born on August 28, 1953, as the fourth of eight children to
Benjamin Scott Sr. and Conséy "Connie" Miller-Scott. Richard attended Isley Elementary School
where he found an interest in music and began playing the clarinet in the 4th grade. He carried
that love for music to Brooks Junior High & all the way to his Junior year at Heights High
School. January 1969 Richard was afforded the opportunity to travel with the Heights High Band
to play at the Inauguration of President Nixon.
In 1971 Richard graduated from Heights High School and a few months later enlisted in the
United States Navy. He went in for a physical and was immediately sent to boot camp. After he
left the Navy, he worked at Safeway until they closed in the city of Wichita. He soon found
employment with QT (QuikTrip) where he managed and oversaw multiple stores until he retired.
It was those jobs that allowed him to connect with various people in the community. When he
wasn't hard at work or spending quality time with family, his interests included carpentry,
hunting, and gardening, but he enjoyed fishing most of all.
On February 10, 1973, he married the love of his life, Jo Ann Smith. To this union came 3-
children, Trenice Antoinette, Richard Garland Jr., and Brent Nathaniel Scott. God saved Richard
October 31,1977 and filled him with the baptism of the Holy Ghost in February of 1979 at Mount
Zion COGIC under the leadership of Pastor Harold Moore. When Pastor Harold and Lady
Gertrude Moore moved their ministry out of the state of KS, Brother & Sister Scott & their
children attended Tabernacle COGIC under the ministry of Pastor Donald L. Smith Sr. & Lady
Callie Smith until 1981. Later, they joined Faith Mission COGIC and remained faithful for over 16
years with Overseer Leon Dixon as their Shepherd. It was Spring of 1990 that he accepted and
acknowledged his call into the ministry. Brother Scott audibly heard the voice of God while
standing in the kitchen of their home, letting him know he could no longer run from the call on
his life. In 1995 Bishop A.W. Martin requested of Bishop J.C. Gilkey, Minister Richard Scott's
assistance at Martin Temple COGIC. Three years later, in January of 1998 he became the
founding Pastor of New Philadelphia COGIC. Pastor Scott's church started out in the Kid's of
the Kingdom Preschool on North Ash Street in Wichita. As the ministry continued to progress,
leaving standing room only, he knew it was time to move locations. Two years later the church
moved into the edifice on 26th and Chautauqua.
Throughout his years in Ministry, he served as the Kansas Southwest Jurisdictional Sunday
School President, and later the KSW Jurisdictional AIM Chairman. In 2015, Pastor Scott was
appointed as the Superintendent of the CH Mason District, by Bishop Mark L Gilkey.
Superintendent Scott was a man who prayed for wisdom and guidance in teaching the Word of
God. He loved the people of God and was greatly concerned about their souls. He always
emphasized the importance of keeping God and family a priority in life. Supt. Scott was known
for his faithfulness and loyalty to his leaders, and he strived to be fair in all that he did. In 2020,
Bishop Mark L. Gilkey appointed Supt. Scott as an Administrative Assistant.
Administrative Assistant, Superintendent Richard Scott was preceded in death by his parents,
